Broad based economic empowerment policy

R&H Railway Consultants (Pty) Ltd (a multi-national company by law), believe that every company in South Africa must embrace the BBEE Act voluntarily, recognizing that it is a constitutional and economic imperative to facilitate a prosperous economy for all our country's citizens and therefore, a larger market in which to trade. We therefore subscribe and support the Engineering and Construction charter's philosophies.
R&H Railway Consultants (Pty) Ltd is committed to an annual BBBEE - rating, we were accredit by EMEX, and proudly rated a level 3 contributor.

Strategy

To make this vision become a reality it will require a deliberate strategy to increase access to skills, capital and economic opportunity, thereby raising the economic value added (productivity) by every employer, employee and related enterprise in our industry.
This will require R&H Railway Consultants to recruit previously disadvantaged members of our society into the engineering industry and increase their (and that of existing employees) skills to best practice levels. Whilst creating a supportive culture for them it will also require talent to thrive.
R&H Railway Consultants will facilitate to create and support black entrepreneurs who can participate in economic opportunities through the engineering industry value chain.

General policy

3.1 Given the present unacceptably low level of representation in the technical sector of previously marginalised groups, we have undertaken in the past and will continue to:

  • direct allocated financial resources to support at least two, and where possible three or more, such students either during and/or after their technikon or university studies and in service training.
  • encourage them to develop their fullest potential by supporting their continued educational development.
  • pay their educational fees and costs (conditional on achieving a passing mark) whilst at technikon or university, plus a regular market related salary.

3.2 All previously marginalised staff, whether technical or not, shall be particularly encouraged and supported to obtain either some, or improved, qualifications.
3.3 R&H Railway Consultants shall act as mentors to previously marginalised technical staff during their careers with the firm.
3.4 The firm shall deliberately seek to fill future vacant positions in the first instance with suitably qualified applicants from previously marginalised groups.
3.5 Previously marginalised members of the firm shall be actively encouraged to participate fully in the business and social activities of the firm in all spheres.
3.6 All salary packages shall continue to be market related and without bias.
3.7 No members of staff shall be patronised by being placed in a position where they may be embarrassed by being under qualified or not sufficiently experienced to accept the required responsibility level.

Business association with emerging companies

It is R&H Railway Consultants policy to make every endeavour to form associations with emerging companies in technical fields similar to ourselves. We currently have a joint venture with Emzansi.

Preferential procurement

5.1 R&H Railway Consultants support the Preferential Procurement Act, although the bulk of its revenue source is from the private sector and parastatal companies.
5.1.1 Currently all services procurement is only from designated corporates (FNB,TELKOM, CALTEX, ESKOM) and even lesser procurements (stationery, vehicle, services, etc.) are only with previous disenfranchised or BEE - qualified companies.
5.2 R&H supported Mathote Modular Building Systems, a manufacturer of prefabricated building to supply us with a classroom to the value of R110 000- 00. Mathote is:
- An empowerment venture
- 50% black women - owned business initiative.

Enterprise development

R&H Railway Consultant's policy is that the preferential procurement as well as the technical recommendations for rail related works supplements this philosophy. Although the nature of our consultancy is restrictive in the demonstration hereof, we endeavour to assist BEE contractors and engineers in the execution of projects for both the private and public sector, and parastatal improving their core competence and capacity.
